1020f6eced Build against bootstrap:f26 
Base Runtime is a Fedora 26 Boltron concept; this is a development
branch for that concept.  bootstrap:master is beginning to diverge at
this point.

eb1cb0d4c2 Correct the nonsensical API & filters 
Somehow we managed to include components that weren't meant to be there,
shipping binaries with broken deps.  This should fix that.

ca15a2fd1c Temporarily remove shim-signed to stress-test MBS 
We will need shim-signed and possibly its two counterparts,
shim and shim-unsigned-aarch64, later.  But including them will
require some packaging changes, first.
