qca BuildRequires botan-devel which requires compat-openssl10-devel and
at the same time qca BuildRequires pkcs11-helper-devel which requires
openssl-devel. So qca can't build.

The order didn't really make any sense. The base-runtime set is also a
build dependency for the rest of the bootstrap module a the build order
only forces rebuilds of the base-runtime part, which has no real value.
Also, if anything in the first group fails, the second group doesn't get
build at all.
Plus build time optimization -- no nead to wait for the first batch to
finish.

Fixing allegro, brltty, clucene09, cross-gcc, efivar, libuser and
perl-DBIx-Class. clucene09 was removed as the new qt package doesn't
need it anymore. efivar is part of base-runtime and its new version
buildrequires libabigail, which pulls in a number of new packages.
