6e065c753a Let's try building the Fedora shim without any changes
This is a short term solution.  We use shim blobs from bootstrap:master
directly and we don't rebuild anything.  We cannot provide the signed
binaries because they're only available in shim-0.8, which cannot be
rebuilt anymore and even if it could, we couldn't sign it anyway.

In the long term 0.8 shouldn't be needed and shim:master should provide
the signed modern blobs.

Fedora 27 only.

bf3f81584c Dropping s390utils, powerpc-utils and ppc64-utils
To drop the perl runtime dependency.  This is temporary; chances are the
packages will live elsewhere.
