Use perl-Net-SSLey and perl-IO-Socket-SSL with OpenSSL 1.1.1 support
...
platform:f30 contains OpenSSL 1.1.1 without SSLv3 support. We needed
a fixed Perl binding, but the fixes cannot be applied to f28 rpms
branches. Thus we uses a specific f30 commit instead of f28 refs.

rpm branches content was updated, dependencies changed. This broken
building perl-IO-Compress. This patch updates the component list and
build order.

Block bare packages
...
Koji prefers modular packages over bare packages based on their source
package name. That means perl.spec subpackages will compete with
same-named bare standalone packages. And if bare NEVRA is higher, we
have problem.
This patch lists or module components to be blocked from the bare
repository.
