Petr Písař 59cabeff89 Revert "Revert "Revert "Revert "Convert to modulemd-packager-v3 format"" and add a context for platform:f36"" 
This reverts commit c3f6742249 to use
static context again.

It also removes a context for platform:f33 because static-context
modules cannot be used there (bug #2004853).
