Subject: [PATCH] The reason that we removed f28 from platform is for TLS 1.3
 issues.

> Remove platform f28 to avoid the build failure as a temporary workflow.

Because on f28 the patch to fix TLS 1.3 issues are not applied.
The test TestNetHTTPS#test_session_reuse is failed.
