This will help with
https://fedoraproject.org/wiki/Changes/RPMSuportForSystemdSysusers.
Once automatic creation in rpm is turned on, the scriptlets can be
dropped here. For now, just add a sysusers file that is equivalent
to the scriptlets, to allow rpm to generate its metadata.
