Hans de Goede d54327b83d - Enable building of JACK (Jack Audio Connection Kit) sound output plugin 
- Put non default sound output plugins in their own subpackage to avoid
    dragging in unwanted deps (allegro-esound-plugin, allegro-arts-plugin,
    allegro-jack-plugin) (bz 250736)
- Make man pages and info file UTF-8
