Jason Tibbitts a7570179e3 Build with -std=c17. 
The code in ndmp-src is quite old and has many failures when built
as C23.  Fixing these will take some effort so the quick fix of
building as C17 will work for now.  An alternate quick fix would be to
pass --without-ndmp to configure.
