 		Refactor and update to upstream 5.1.0 
- Update to latest upstream release
- Refactor to take into account split from ansible-core after ansible 2.9, see: https://fedoraproject.org/wiki/Changes/Ansible5
- Remove patches intended for Ansible 2.9
- Removed packaging macros (soon included in ansible-packaging, see rhbz#2038591)
- Removed provides/obsoletes on ansible-python3
