bc9a72be42 Patch bugzilla so that it will cache bz_locations() and not memorize it.
Clean up our own patch to Bugzilla/Constants.pm so that the PROJECT
environment variable can be used.

38b37f0231 The main bugzilla package no longer depends on the bugzilla-contrib one.
This makes it possible to install bugzilla without having to install
python and ruby.

The lib directory was needed so only its contents are now removed.
