9f1a6b4970 Restore JavaCharStream.template patch 
This patch is not for producing javadocs from this package, but rather
to generate code with correct javadoc comments.  Its removal breaks
other software that uses the JavaCharStream template.

- Convert License tag to SPDX
- Add bootstrap build mode
- Add patch to fix javadoc errors in the JavaCharStream template
- Add patch to remove duplicate @Deprecated annotations
