Don't submit stop ioctl in assemble

The kernel commit 9e59d609763f ('md: call del_gendisk in control path')
breaks mdadm --assemble command. mdadm pr
https://github.com/md-raid-utilities/mdadm/pull/182 fixes this problem.

Resolves: bz#2388480
