Gris Ge 4cbe1d99e6 Upgrade nmstate-libs along with nmstate rpm when installed 
https://issues.redhat.com/browse/RHEL-52890 suggest nmstate rpm to
depend on nmstate-libs when nmstate-libs installed, with this we can
force upgrading both nmstate-libs and nmstate at the same time.

It does not any dependency between nmstate and nmstate-libs as we are
rust project, this is purely for user experience on manual rpm upgrade.
