use separate flag for Python 2/Python 3 "extras"

For EPEL 7 we need to package extras with Python 2 but we might not ship
Python 3 extras. For EPEL 8 we don't ship (Python 3) extras.
Having two separate flags helps using the same spec file on EPEL 7+EPEL 8.
