Charalampos Stratakis 1e24d38cd9 Add perf to the testing BuildRequires 
Perf profiling showing the Python functions is only
supported on x86_64 and aarch64 at the moment.

Adding perf as a BuildRequires allows tests that utilize the
perf binary to run.
