Revert "Require expat >= 2.6 to prevent errors when creating venvs with older expat"

This reverts commit 64188e0cae.

All Fedora versions now have at least expat 2.7.x.

And since 2.7.4, expat uses versioned symbols, so such explicit requirement will no longer be needed.

As this Python is EOL upstream, we don't need to worry about
