Subject: [PATCH] RLogScopedVerbosity doxygen doc fix (#7830)
* RLogScopedVerbosity doxygen doc was not visible because source code was under ``` instead of ~~~
* [foundation] RLogger doc (NFC) - thanks, Sergey!
