Daniel Kopecek 6ec84c57ee Revert "The sectool project is no longer developed nor maintained upstream. As a replacement, try the OpenSCAP project (https://www.open-scap.org) and its sectool SCL content (openscap-content-sectool package)." 
This reverts commit 3638e12a08.

F24 is past the final freeze, therefore we cannot retire the package for this branch. Sorry for the noise.
