a329a0be6f packit: Use allowed_pr_authors instead of allowed_committers
allowed_committers is meant for direct pushed. Switch to
allowed_pr_authors so when a PR from fork gets submitted
the author of the commit is checked and then the build is
triggered.

v2: Add packit configuration for bodhi updates to kick
in once the last package is built.

Subject: [PATCH] Fix the link order of libglslang and libHLSL
libglslang depends on libHLSL, so the latter needs to be specified last.
This fixes an issue when trying to build shaderc against system-wide
versions of libglslang/libHLSL, rather than the in-tree versions from
third_party.
Additionally, libshaderc_util also depends on SPIRV-Tools
