Increase obsoletes upper bound slightly

I goofed up and forgot to retire nodejs-typescript, so it got caught up
in the F38 mass rebuild. Bumping the release by one will ensure the
replacement takes place as intended.

Rename of nodejs-typescript to typescript, resolves rhbz#2130053
...
The current Node.js guidelines state that packages that mainly provide
tools that happen to written for Node.js must follow the general naming
guidelines (i.e. not prefixed with `nodejs-`).
