fc1f55cf50 Use rpm's native resource tunable to limit parallelism.
rpm 4.19 and newer have built-in tunable settings to limit
parallel tasks which make %constrain_build redundant.

These would introduce a circular dependency on the reqwests-retry crate.
Omitting the README tests avoids a bootstrapping loop between the two
packages.

Upstream excludes s390x and ppc64le because there are issues with the
build system for the bundled zlib-ng in the libz-ng-sys crate on those
