Switch to new %bcond syntax
...
The new %bcond syntax is more readable and has a useful override
mechanism that Fedora downstreams can utilize if necessary.

vim.spec: Remove setting FORTIFY_SOURCE=2 from CFLAGS
...
Reasons:
1. we set level to 1 via _fortify_level
2. upstream intentionally uses buffer overflow in several places because
the performance benefit is higher than statically/dynamically
allocating larger buffer - higher fortify level crashes the app on
such cases

vim.spec: SPEC cleanup

- use bugurl from /etc/os-release for compiled-by and modified-by
options
- use bcond macros where it is possible to minimize usage of %%define
- unify buildroot/RPM_BUILD_ROOT usage
- introduce flakytests rpm condition, so we can remove flaky tests only
in CI
- order configure options alphabetically and add some comments about
their usage

Fix building without wayland
...
Currently, due broken dependency generation, wayland support is
hardcoded in Makefile. We have to run dependency generation and auto
generation at every `make` call.
Additionally, function prototypes are now generated by python3 and its
clang module during build - added buildrequires for it.
