Rebuilding the package on centos-stream 10, I discovered the circular dependency between vulkan-loader and mesa drivers. The previous check only checked if fedora was below or equal 27, but not if rhel is used turning this to always true and leading to a requires to the drivers (which need llvm to compile, and thus every upgrade of mesa fails due to this circular dependency). As F27 is long history, remove the check completely and stay with the recommends only.
