 		Update to 2024.07.22.00 (rhbz#2266619) 
- replace `std::latch` with `folly::Latch` for C++17 compatibility
- similarly, replace `std::barrier` with `boost::barrier`
- switch to disabling unwanted tests via `--exclude-regex`

0346e7c069 Fix FTBFS, build with gcc 
Again, libatomic on F37 (gcc12) does not seem to work built with clang,
so building with gcc seems needed anyway.

Also, enable ppc64 again
