Rebuilt for https://fedoraproject.org/wiki/Fedora_45_Mass_Rebuild

Include tests of
  https://src.fedoraproject.org/tests/xxhash
as part of gating in Bodhi. The repo is intended for downstream tests
of xxhash in Fedora and RHEL. At this moment the repo has just one
test, other will appear as needed.

This model of downstream tests and their inclusion in gating is used
in many more components (e.g. gcc).
