Bug 1833823: Workaround runtime segfault by removing compiler flag

This commit introduces a change suggested in the Fedora Packaging
Community Telegram chat by Jan. It disables some of the compiler
optimization flags so the runtime segfault does not happen.
This is a temporary fix. We are evaluating whether the root issue can be
triaged in the original code, and if so, we will extend a patch to
upstream so others may benefit as well.
