Bryan Mason b8ffc5992b Regression/bz2123815-rsync-error-protocol-incompatibility-when-using: adjust relevance 
BZ 2123815 was resolved in RHEL 9.2 and RHEL 8.6, so don't test in
earlier versions, where it should be expected to fail.
