Coty Sutherland 2520b4622f Revert "Add a tier1-public plan to be discovered by the centos-stream osci.tier0 check, it wasn't running any of the tests from the all plan"

As it turns out, the two streams aren't quite compatible so we'll do the
testing elsewhere.

This reverts commit 860b0b9e5f.
