4987d4cf82 Include iptables in Base Runtime 
This is an API change with no practical effect on Boltron.  Preventing
an unnecessary package split that wouldn't be needed in Platform anyway.

iptables is required by firewalld, part of installer.

0f859c7950 Don't include libselinux-ruby 
It requires ruby.  Somehow this wasn't discovered by my depsolver or
even repoclosure.  Weird.

Nothing in Boltron depends on this so this API change should be
harmless.

Base Runtime is a Fedora 26 Boltron concept; this is a development
branch for that concept.  bootstrap:master is beginning to diverge at
this point.

0aa95c021a Correct the nonsensical API & filters 
Somehow we managed to include components that weren't meant to be there,
shipping binaries with broken deps.  This should fix that.

917e9190aa Revert "Include shim-signed" 
This is temporary to allow component re-use of the old build for testing
signed composes.  I will be putting this back, along with a new gc "fix"
and changing the bootstrap BR to the f26 stream.

This reverts commit b613857b5e.
