7f1b585336 Move perl to f34, add dual-lived perl-IO-Zlib, perl-Net-Ping, perl-Tie-RefHash 
We need to apply F36 fixes (disable package notes) to perl:5.32, but
f33 branches are frozen now.

This reverts commit ed48441b29 because
MBS was fixed. We should be able to build from modulemd-packager-v3
format now.

ed48441b29 Revert "Convert to modulemd-packager-v3 format" 
This reverts commit e63672b2ae because
MBS mismatches contexts for depending modules. E.g. building perl:5.32
for platform:f34 fails because a buil-required perl-bootstrap:5.32
does not run-require any platorm and thus MBS chooses a wrong
perl-bootstrap context for platform:f35.

34be3dfcc5 Revert "Try run-requiring platform explictly" 
This reverts commit 3c7b1868a4 because
it did not help. Currently, MBS always removes the dependency on
platform.

30546ec655 A dummy commit 
to retry a perl-IO-Compress-Lzma build failure on el8, because
a perl-Compress-Raw-Lzma dependency was built against a wrong
(non-modular) build root.
