Reference Perl home page and documentation
It does not make sense to refernce Modularity technology as all modules would have the same links. It's better to point to the packaged software. Thus we will link to Perl upstream home page and Perl language documentation. However, we will retain Fedora's Bugzilla as the bug tracker because the upstream should not be bothered with the bugs in a packaging.
