Adding runtime components to pki module
...
Since `javapackages-tools` is available only during BuildTime,
the other runtime components required by pki are built in the
`pki` module.

drop unnecessary packages
...
Dropped unnecessary packages. python-requests, python-tox, python-pluggy
and their requirements. All these packages are available from
python{2,3}-ecosystem module.
Other small changes:
Added comments why some components are required.
Fixed build issues (bootstrap conflict, missing requirement, wrong build order)
Next step would be to solve pylint package, as this does not seem to be best module for it.
