Carl George b4df7af82f Recommend selinux-policy-extra instead of selinux-policy-epel 
selinux-policy-epel was renamed to selinux-policy-extra.  It still
provides the old name, but we might as well recommend the actual package
name.  Also add a related comment for our future selves when working
with dependencies in this package.
