14cfc4fcf5 F44+: Ship OpenSSH config file specifying AuthorizedKeysFile 
Move the configuration from the Fedora CoreOS specific overlays to the
packages. We also do it for Afterburn.

It's currently shipped in a overlay but packaging it makes more sense.

I also set ignition as run-time requirement of -edge subpackage.

dba14b4349 fix: update gnition-edge subpackage license to MIT 
The ignition-edge code is derived from fedora-coreos-config which
is licensed under MIT, not Apache-2.0. Update the subpackage to
reflect the correct license.
