Fix flatpak build
...
Installation path macros cannot be used to specify dependency locations.
Tcl is part of the runtime and is in /usr even when building flatpaks for
/app. BLT is not built for flatpaks (only tclspice needs it), and
therefore the buildroot /usr version is used.
