Jarek Prokop 4048f893da Fix bundler improperly resolving with --deployment. 
Continuation of the bundler fix for s2i-ruby-container issues.

This commit requires previous commit <487c4a5aea>
from the `f37` branch to be applied.

Additionally to already described problem fixed in previous commit,
when bundler is run with --deployment it again resolves to
the incorrect gem from Rubygems repository.
