fef1f34e04 Added -DUPDATE_DEPS=OFF 
Upstream flipped this to ON by default in 1.4.350.0,
which makes the build try to git clone dependencies
at configure time — that's a no-go in Koji (no git, no network).
With this off, it'll use the system packages from BuildRequires
as before

5beacdd823 Apply optimization workaround to ix86 only 
These workarounds where introduced for ix86 in the first place.

In newer versions, they are causing build issues:
https://bugzilla.redhat.com/show_bug.cgi?id=2440395

Enable them conditionally.

3e547610f3 Rebuild v1.4.321.0 in new sidetag
