It is disabled by default because the OpenVINO backend has
a crash bug that is only fixed in v1.7.2. [1]

The upstream release v1.7.0 changed the build options for
the GGML library; update the package to use those to:
Opt-out of all the x86_64 instruction set extensions.
(Fedora targets the base x86_64 architecture.)
