30a541bbb0 Rebuild with perl-libs obsoleting perl-Pod-Parser 
perl-Pod-Parser was in perl:5.30. It's not in perl:5.32. People
doing "dnf upgrade" with enabled modular-obsoletes undergo modular
upgrade. That upgrade would fail on perl-Pod-Parser built for Perl
5.30. Until DNF perform a distro-sync, this the second best fix.

f6ee6a4d1d Move perl to f34, add dual-lived perl-IO-Zlib, perl-Net-Ping, perl-Tie-RefHash 
We need to apply F36 fixes (disable package notes) to perl:5.32, but
f33 branches are frozen now.

This reverts commit c3f6742249 to use
static context again.

It also removes a context for platform:f33 because static-context
modules cannot be used there (bug #2004853).

we need to push a non-static context build into Fedora 33 because G.A.
DNF+libmodulemd errors on the static context.

0f7a13649f Revert "Convert to modulemd-packager-v3 format" 
This reverts commit 9d82672a77 because
MBS mismatches contexts for depending modules. E.g. building perl:5.32
for platform:f34 fails because a buil-required perl-bootstrap:5.32
does not run-require any platorm and thus MBS chooses a wrong
perl-bootstrap context for platform:f35.

258c0635c3 Revert "Try run-requiring platform explictly" 
This reverts commit f968a29904 becuse it
did not help. Currently, MBS always removes the dependency on
platform.
